DAI seeks a Development Outreach Coordinator for an anticipated five-year Coastal Community Adaptation Project that will support district and community-level climate change adaptation interventions in nine Pacific Island countries. The Development Outreach Coordinator will lead an outreach program designed to engage stakeholders and build awareness about project activities and impacts, targeting: the donor and diplomatic communities, PIOs, NGOs, government officials at the national, district and local levels across nine countries and the American public.  

Other responsibilities include:

"	Maintain, improve and update the project's electronic and social media;
"	Produce and disseminate a regular electronic newsletter to members and other
stakeholders and policy-makers;
"	Produce and disseminate reports, studies and other publications; 
"	Coordinate communications strategies with stakeholder organizations;
"	Manage media relations as project's media contact;
"	Ensure that all project outreach objectives are met in an efficient and timely manner.
Qualifications:
"	Advanced degree in public relations, civic engagement, communications, journalism,  or other related field preferred; 
"	At least 7 years of public relations or journalism experience, preferably managing projects or reporting on issues related to climate change adaptation, environmental engineering, or community development and mobilization in developing countries;
"	Exceptional written and oral communications skills in English are required, fluency in at least one of the regional languages is desirable;
"	Advanced proficiency in web-publishing software;
"	Previous experience working on donor-funded community-based programs and producing success stories, presentations, and other communication materials required;
"	Demonstrated ability to develop and maintain working relationships with a host of donor agencies, governmental and non-governmental organizations, local implementing partners, media and community groups;

Qualifications 
"	Bachelor's Degree in climate change, environmental science, communication, sociology, or other relevant field of study
"	Minimum of 6 years of experience designing and leading community development programs, awareness campaigns, and community-based capacity building activities

"	Working knowledge of climate change and environmental challenges in the Pacific Islands region

S/he will provide technical leadership to advance climate-resilient small scale infrastructure projects in coastal zones.

Responsibilities
"	Support the Chief of Party in developing criteria to prioritize community-specific infrastructure activities;
"	Contribute to analysis and finalization of  list of infrastructure activities to be conducted; 
"	Lead bid process, negotiate and award subcontracts with local design and construction firms as needed;
"	Develop quality assurance plan and safety standards and ensure standards are met during construction phase;
"	With support from staff engineers, provide technical oversight for 100 small-scale community projects (to include rehabilitation, repair and improvements and to a lesser degree new construction)  in nine countries over the life of the anticipated five-year program;
"	Supervise a team of staff engineers;
"	Support efforts to integrate climate resilient policies and practices into community and district land use plans and building standards.

Qualifications 
"	Advanced degree in Civil or Environmental Engineering; 
"	Proven knowledge of climate change issues from an engineering perspective;  
"	Ten (10) years or more of progressively responsible work experience in designing, implementing, and managing infrastructure programs, preferably in coastal areas in the Pacific Islands;

The Deputy Chief of Party will provide contractual management for a multi-national project team; and technical management for one or more of the following project components: climate-resilient social and economic infrastructure in coastal zones; capacity building for community engagement in disaster risk prevention and preparedness; and integration of climate resilient policies and practices into community and district land use plans and building standards.  S/he will train and supervise staff as appropriate; coordinate effective program implementation-carried out in more than 100 communities located throughout Oceania-with project partners and stakeholders; and liaise with project donors regarding contractual and technical management.
Other responsibilities include:
"	Ensure that representation, technical assistance and expertise provided under the contract is timely, responsive, and of high quality;
"	Assist the Chief of Party in technical, administrative, and managerial tasks as needed to ensure efficient project implementation, coordination, project compliance and delivery;

"	Manage, lead and oversee all long-term staff, short-term consultants, and subcontractors across the nine project countries in achieving project results and ensuring accountability; 
"	Develop sound work plans for project activities to ensure cohesion and focus for attainment of sustainable results;
"	Identify issues and risks related to program implementation in a timely manner, and suggest appropriate program adjustments;
"	Oversee the participatory planning process to produce a strategic plan for project deliverables;
